Brief Information of Electrical Department

     1.0Electric Locomotives

i)Organization, functions and duties:

Loco organization at HQ under the control of CEE is headed by CELE in discharging his duties.

The loco organization with HQ and Divisional/unit in-charges and their assisting officers is as under:

HQ level:

Officer in-charge for Loco Maintenance and operation is CELE assisted by Dy.CEE/Loco, Dy.CEE/Loco-operation ,SEE/RS and technical & ministerial staff. He co-ordinates with CWM, DHD for activities connected with, Mid Term Rehabilitation and POH for Electric Loco at DHD workshop. CWM/DHD is assisted by Dy.CEE/Loco other officers and technical & ministerial staff at DHD.

FIELD LEVEL:

(a) BCT DIVISION

Loco Maintenance: Electric Loco Shed Valsad

Officer in-charge: Sr.DEE/TRS/BL

Assisting officers and staff: DEE/TRS/BL, AEE/TRS/BL-I, AEE/TRS-II and technical & ministerial staff.

Loco Operation: - for suburban train operation and main line Train Operation

Officer in-charge: - Sr.DEE/TRO/BCT,

Assisting officers and staff: - DEE/Operation/ BL& AEE/TRO/BCT &technical & ministerial staff.

(b) BRC Division

Loco Maintenance: Electrical Loco Shed, Vadodara

Officer in –charge: Sr.DEE/TRS/BRC

 Assisting officers and staff: DEE/TRS/BRC, DEE/MEMU, AEE/TRS-1, AEE/TRS-II. and technical & ministerial staff.

 Zonal Electric Training Centre: Principal ZETC working under Sr. DEE/TRS/BRC with technical & ministerial staff.

(c) RTM Division

ii)The powers and duties of officers and employees:

The duties of Loco Officers are indicated in AC Traction Manual Part-1.

Ministerial staff: the office records are maintained by Office Superintendent.

Technical staff: Technical Staff comprises of Sr.section Engineers, Section Engineers, Junior engineer Gr-1, CLI, CTLC/TLCs. They look after the technical requirement for Loco and MEMU maintenance & Operation.

iii) Procedure followed in its decision making, channel of supervision &

accountability:

All the matters pertaining to Loco and MEMU are scrutinized, analyzed & recommended by technical section and reviewed by the officer assisting and finally approved or decided by the officer in-charge.

iii)The norms set by it for discharge of its functions

The directives/guidelines issued by Rly.Board & RDSO are pursued for implementation in operation and maintenance of electric locos & MEMU. Canons of financial propriety are followed by Budgeting and control over expenditure

v) The rules, regulations, instruction, manuals and records used by its employees

for discharging its functions

Special Maintenance Instructions have been issued by RDSO and headquarter from time to time on equipment maintenance.

RDSO specifications, RDSO’s Codes of practices, RDSO Drawings, RDSO, CLW

and ICF/RCF approved supplier list for various equipments are issued from time to time

including references of various Indian Standards (IS) and other relevant standards.

G&SR, SWR, Accident manual of Railways to be followed for train operation.

vi) A statement of the categories of documents held by it or under its control

All the office records are held under the control of Office Superintendent (OS).

     2.0 Traction Distribution

i)Organization, Functions and duties;

TRD organization at HQ under the control of CEE is headed by CEDE& Dy.CEE/TRD-1 in discharging of his duties.

The TRD organization with HQ/Divisional/Unit In-charges and their assisting officers are as under:

HQ level: Officer in-charge for TRD: CEDE, assisted by Dy.CEE/TRD-1and technical & ministerial staff.

employees for discharging its duties;

AC Traction Manual (ACTM) defines the complete set of rules & regulation to be followed.

Overhead line crossing Regulations have also been issued by Railway Board. This comprises of norms and procedures to be followed.

Special Maintenance Instructions & Technical Instructions issued by RDSO from time to time on equipment maintenance.

        3.0    EMU

 i)                   Organization, Functions and duties:

EMU organization at HQ under the control of CEE is headed by CEE(RS) & assisted by DY.CEE/EMU in discharging his duties.

 The EMU organization with HQ/Divisional/Unit In-charge and their assisting officers is as under:

HQ level : Officer in-charge for EMU: CEE(RS) assisted by Dy. CEE/EMU, and technical & ministerial staff.

Field level :

 (a) BCT Division

5   5 .0PLANNING

 Organization, Functions and duties:

Planning Organization at HQ under the control of CEE is headed by CETE assisted by AEE(Planning), technical & ministerial staff.

CETE is in-charge of management of CEE’s office and he is assisted by Secy. to CEE

CETE, assisted by one AEE Planning and technical and ministerial staff, deals with all matters connected with preparation and processing of annual works Programme, M&P and R.S.P. works, Preparation of budget, creation/extension & transfer of work charged and revenue post, Man Power Planning, monitoring of vacancies and placing of Indents on RRB for group “C” & group “D” staff,

Deals with all matters related to RTI ACT and acts as PIO for Electrical Department.

Coordination with all HODs in respect of APARs, Audit Paras, Court Cases, DAR Cases, Arbitration Cases, ONR SettlementCases, Verification of Service Sheets, Scrap Disposal etc.

Deal with items related to various Parliamentary Committees, ZRUCC, DRUCC, etc in coordination with concerned HODs.

7.0ELECTRICAL WORKS.

Electrical WorksOrganization at HQ under the control of CEE is headed by CEE(W) assisted by technical and ministerial staff.

CEE(Works) is carrying out the following activities :-

1.Monitoring the Progress of all works being carried out by Open Line in association with respective HOD.

2.Co-ordination with MRVC for works being executed by MRVC as well as Railway under MUTP.

3.Monitoring the 8-wheeler Tower Wagon manufacturing works being carried out by CWM-DHD.

4.Co-ordination with Open Line for DFCCIL works being carried out by the concerned Divisions of Western Railway.

5.Dealing with store cases and contract matters at HQ Level connected to item Nos. 3 & 4 above.

6.Works related to Elevated Corridor Project.

7.Preparation of Narrative Reports.
