Recruitment Against Cultural Quota

The question of streamlining the procedure for recruitment against Cultural Quota has been under consideration of the Ministry of Railways. It has now been decided to lay down the following procedure 

  1. Recruitment should be done by the Railway Administration themselves.
  2. The recruitment against the quota should be done by open advertisement, following the procedure laid down in this Ministry's letter No. E(NG) II/96/RR-1/62 Dated 17.09.1998.
  3. The educational qualifications for consideration for appointment against the quota will be the same as applicable for recruitment to Group 'C' categories.
  4. The recruitment will be done only in the initial Grade of Rs. 3050-70-4590/Rs. 3200-4900.
  5. The annual quota for recruitment is as under :

2 per Railway per year
2 per Production unit per year

  1. Age limits as applicable for recruitment to other equivalent categories shall be followed.
  2. The following qualifications would apply for recruitment to Group 'C' posts against Cultural Quota :

Essential:

    1. Educational qualification: The minimum qualification prescribed for Group 'C' recruitment.
    2. Possession of degree/ diploma/ certificate in music/ dance/ drama etc. from Govt. recognized institute.

Desirable:

    1. Experience in the field and performance given on AIR/ Doordarshan etc.
    2. Prizes won at National level.
  1. The candidates who apply in response to notification issued and are found eligible for consideration for appointment against Cultural Quota should be assessed on the following basis:

(A)

Written Test

50 Marks

 

(Note : The written test will consist of objective type questions.)

(B)

Assessment of talent in the relevant field on

35 Marks

 

(i)

the basis of practical demonstration

 

 

(ii)

Testimonials/Prizes etc.

15 Marks

 

 

Total:

100 Marks

  1. The Recruitment Committee shall consist of three members to be nominated by the General Manager, which will include one SAG officer from Personnel department, second SAG officer from any other department and an outside member of appropriate standing in the relevant field or a faculty member of any recognised University/ Cultural Institution or a representative from Doordarshan/AIR etc. as the third member.
  2. Higher fixation of pay will not be admissible to persons appointed against Cultural Quota.
  3. The persons appointed against Cultural quota to the categories of Clerks will be required to possess proficiency in Typing within a period of two years from the date of appointment, and their appointment will be provisional subject to acquiring the prescribed typing qualification within the stipulated period.

Other Conditions of Recruitment will be the same as applicable to recruitment to other equivalent categories.

CULTURAL QUOTA FOR GROUP "C" POSTS

(To be issued in the month of April / May of the year)

Applications are invited for filling up 02 (Two) posts in Group "C" service in scale Rs. 3050-4590 / 3200-4900 against Cultural Quota for the year _______ on Western Railway, in the following Discipline / Skills:-

(1) One person (Male or Female) efficient in playing Harmonium. He / She should also have additional skills of playing Synthesizer (Electric organ).

(2) One person (Male or Female) proficient in playing Violin. He / She should also have the additional skills of playing the musical notations of Hindi Film Songs.

Candidates from above Discipline / Skills and also fulfilling the following conditions, may submit their application as per the proformaenclosed as Annexure "A".

 

1] Eligibility conditions (For both Discipline / Skills)

 

A) Minimum Educational qualification:

 

a) Matriculation pass or its equivalent.

 

b) Possessing Degree / Diploma / Certificate in music from Govt.recognized institutes from the discipline as mentioned above.

 

B) Desirable:

a) Experience in the field and performance given on AIR / Doordarshan etc

b) Prizes won at National level in above fields.

 

2]  Age limit (For both Discipline / Skills)

 

 Age as on ________ should be as under:

 Gen  SC/ST Community 18 to 35 Years.

 OBC Community 18 to 33 years.

 

3] The application form should be filled in by the candidate in his / her own handwriting and should be either in English or Hindi only, duly dated and signed by the candidate as per the format enclosed as Annexure-"A".

 

4]  One copy of latest passport size photograph should be affixed on the application form on the space provided in the Application form and should be signed in the box below it and one spare photograph should be enclosed.

 

5]  Along-with the application, attested copies of Educational Qualification, Certificates in cultural field, Certificate indicating date of birth, Community Certificate issued by the proper authority in case of SC/ST/OBC and achievements in cultural field should be enclosed. It may be noted that application without the attested copies of the certificates will be summarily rejected.

 

6]  Application Fee:

 General and OBC candidates only : Postal Order of Rs. 40/-   (including postal charges)

 Candidates should enclose Postal Order drawn in favourof "Dy. Chief Accounts Office (Cash & Pay), Western Railway, Churchgate" payable at "GPO - Mumbai".

 

7]  Candidates should send their application complete in all respect alongwith the enclosures to the Assistant Personnel Officer (R&T), Western Railway, HQ OFFICE, IIndFloor, Old Bldg. Churchgate, Mumbai - 400 020 by ordinary post only. On the envelop containing the application it should be written, "Application for Group 'C' against Cultural Quota 2006-07.

 

8]  Applications in any way incomplete will be rejected and no further correspondence in this regard will be entertained. No separate communication will be sent to the candidate in this regard.

 

9]  The last date of receipt of application is__________.

 

10] Candidates fulfilling the eligibility conditions will be subjected to a written examination consisting of objective type questions and assessment of talent in the relevant filed on the basis of practical demonstration.

 

11] The candidates selected are liable to be posted on any Division/Workshop/Units on Western Railway. No request for change of thedivision/workshop/units allotted will be entertained.

 

12]  In case of selected candidates appointed in clerical category, the candidates will have to possess the proficiency in Typing with minimum speed of 30 w.p.m. in English or 25 w.p.m. in Hindi, within a period of 02 years from date of appointment.
