Mechanical Department is responsible for maintenance of all passengers and freight stock and Diesel locos over Western Railway. The department maintains 546 diesel locomotives. 5300 Passenger coaches and 17043 freight wagons. The staff strength is approx. 24,000. (i)The particulars of its organization, functions and duties
a) Diesel Locomotives:- Organization is headed by Chief Motive Power Engineer (Diesel) with Dy CME (DSL) and AEME (DSL).
A Senior Divisional Mechanical Engineer (DSL)/DME(DSL) is in-charge of each Diesel shed, who looks after repairs and maintenance of Diesel Locomotives running over Western Railway.

b) Freight Operations and functions:- Freight maintenance and diesel loco operation is looked after by Chief Rolling Stock Engineer (Freight & Operating). He is assisted by Dy. CME (wagon), who also looks after maintenance of wagons Also assisted by Dy.CME (DSL) for DSL loco operation including crew management and fuel management. A Senior Divisional Mechanical Engineer in each division is responsible for repairs and maintenance of rolling stock and diesel loco operation. 1.OPERATIONS a)Operations of trains – power/locos, running of trains and interface with Operating Department.
b)Movement and operation of locos, rail buses, DEMUs, ART/ARMEs and all other related matters with operations. 2.CREW MANAGEMENT : a)Crew management at Headquarters is dealt by CRSE(F&O) 3.FUEL MANAGEMENT: a) HSD oil used for diesel traction is controlled by CRSE(F&O). Monitoring and managing the Railway Consumer Depots, fuel distribution, day-to-day issues, inventories of oil etc. are monitored regularly in consultation with Operating Branch. Currently, WR has issues of about 640 kilo litre per day and the annual budget is Rs.1278 crores. Approximately 335 locos are fuelled every day. 4.DISASTER MANAGEMENT: a)CRSE(F&O) is also the incharge of maintenance of ARTs and ARMEs. and SPART/SPARMEs. Currently, there are 14 ARTs and 08 ARMEs and 7 SPARTs/SPARME on Western Railway at the Following locations.

He is responsible for repairs and maintenance of coaches running over Western Railway.

EMU Maintenance The EMU maintenance is done at 3 car sheds located at Mumbai Central, Kandivali & Virar. POH of EMU rakes is done at Mahalaxmi workshop. These sheds and workshops are accredited with various international certifications like ISO 9001:2008, ISO 14001:2004, OHSAS 18001:2007, ISO 50001:2011, ISO 3834-2, "5S" Practices & Green Co Rating. Passenger Amenities Upgradation: Fully Air-conditioned EMU services: 12 Air Conditioned EMU services are run daily.
Introduction of Uttam EMU rake (5533-5534) into passenger service: Uttam Rake (5533-5534) with Special features was inducted into passenger service and was also widely appreciated in various news media -
 Energy Conservation Measures 107 3-phase EMU rakes are in passenger service. These rakes are energy efficient due to the provision of regenerative braking which results in energy saving of the order of 30% of energy consumed which was about ₹.77.52Cr during the year 2019-20. As an Energy Conservation measure, LED lights are provided in place of Fluorescent tube lights in all EMU & MEMU coaches. This has resulted in savings of about ₹. 81.3 lakhs /annum by EMUs. Development Roadmap Train Simulator: This has been installed at EMU carshed Virar, and has been playing a vital role in enhancing the driving skills of Motorman for
EMU rakes which inturn will improve safety of trains.
Commissioning of Under slung AC Rakes: 12-car Under slung Air-conditioned EMU rake fitted with M/s Medha Electrics, is undergoing trials on Western Railway. Following successful trials, this state of the art first of its kind EMU rake will be put on passenger service. CCTV cameras in EMU rakes: CCTV cameras are installed in 47 EMU rakes to increase passenger security inside the train. Further provision is being planned. Emergency Talkback System: Total Talk back system is installed in 09 EMU rakes for communication with the Guard of the train during Emergency. This is also being extended to all rakes for enhancing security of passengers. Train services increase and 12 car to 15 car augmentation: At present, 1367 services are provided daily for passengers between Churchgate and Dahanu Section. This includes both 12 car and 15 car services. Few existing 12 car services between Andheri & Virar are planned to be augmented to 15 car services. State of the art online rolling in inspection system: Installation of AI-based rolling-in inspection system at BCT rolling inspection point. Digitization: Implementation of digitization programs such as E-Office, IMMS, IREPS in tenders, PCO and store sections. Efforts are being made to achieve complete paperless working. Automation of Rake Cleaning: One Automatic coach washing plant working at EMU Car shed Virar. More such automated washing plants have been planned at other sheds.
MEMU ASSETS The holding of MEMU coaches as on 31.3.20 is as follows.

MEMU Maintenance The routine maintenance of MEMU coaches is done at MEMU shed, Vadodara and the periodic overhauling is done at DAHOD workshop and at EMU shop -Mahalakshmi. MEMU car shed, BRCY is now ISO 9001:2015, ISO 14001:2015, ISO 45001:2018 and ISO 50001:2018 certified shed. A total of 96 MEMU services are running on Western Railway. MEMU car shed, BRCY is the first shed over IR which is maintaining 20 car Rakes and 09 services, between BH to VR, are running with 20 car rakes. Passenger Amenities Upgradation:
03 nos. of New state of the art 3 Phase MEMU Rakes of MEMU Car Shed BRCY were commissioned during the year 2019-20 and are under oscillation trial at NRly. On successful completion of trials these rakes will be inducted into passenger service.
All MEMU rakes are provided with Bio-toilets and 30 numbers of conventional toilets Trailer Coaches fitted with Bio-toilets.
Energy conservation Measures
As an Energy Conservation measure, LED lights are provided in place of Fluorescent tube lights in all MEMU coaches for better illumination and energy efficiency. This has resulted in savings of about ₹.7.39 lakhs/ annum by MEMUs. Development Roadmap Work is under progress for Infrastructure enhancement in MEMU Car Shed, BRCY to cater 30 Rakes of 24 coach length. MEMU services are being planned to be introduced in newly electrified sections all over Western Railway.
(d)PLANNING:
Chief Mechanical Engineer (Planning) is assisted by Dy.CME(Plg.) and AEME (P&P) for planning, progress and modernization of maintenance infrastructure on W.R.
CME (Plg) is dealing with the following works: 1)Formulation of Proposals under Annual M&P Programme PH-41of Western Railway 2)Formulation of Proposals under Works Programme of Western Railway 3)Monitoring of progress of on-going works under plan head 41 & 42 4)Modernization of Workshops, C&W Depots and Diesel Sheds 5)Coordination of M&P Programme for all departments of Western railway 6)Distribution of funds and utilization of funds for plan head 41 & 42 7)Mechanical facilities related with Gauge conversion doubling and new line projects including Survey
e)WORKSHOPS Western Railway has 5 workshops. The Chief Workshop Engineer is the overall in-charge of the functioning of shops and related issues. He is assisted by one JAG Dy CME(W), at Headquarters office. He also co-ordinates for Rolling Stock programme sanction for the Railway. WORKSHOPS | ACTIVITIES | Carriage Workshop Lower Parel Mumbai | Undertakes Periodical overhauling (POH) of BG coaches.The targeted outturn is 143.3 coaches per month | EMU Workshop Mahalaxmi Mumbai | Undertakes Periodical overhauling (POH) of Electrical Multiple Units (EMU) coaches running on suburban sections. The targeted outturn is 47 EMU and 0.83 Tower cars per month | Loco, Carriage & Wagon Workshop Dahod | Undertakes Periodical overhauling (POH) & Mid term Rehabilitation (MTR) of Electric locos and POH of MEMU and DEMU, Tower cars and BG Freight wagons. The targeted outturn is 130 wagons, 7.5 locos, 0.58 Tower cars ,23.16 MEMUs & 6.66 DEMU coaches per month | C&W Workshop Pratap Nagar | Undertakes POH Freight wagons & NG passenger coaches. The targeted outturn is 80 wagons and 3 NG coaches respective, per month | Carriage Workshop Bhavnagar | Undertakes Periodical overhauling (POH) of BG coaches. The targeted outturn is 67 coaches per month. |
(ii)The powers and duties of its officers and employees In the Mechanical organization Chief Mechanical Engineer is the Principal HOD and he is the overall in charge of entire Mechanical department of Western railway. (iii)The procedure followed in the decision making process, including channels of supervisions and accountability. (Decision making process, channels of supervisions as per organization setup above shown) (iv)The norms set by it for the discharge of its functions (v)The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.
