Safety Department
The Railway Safety Review Committee in their report has observed “The department of Safety should mostly act as a catalyst and each executive department responsible for running the trains must own the task of monitoring safety. The prime objective should be to prevent accidents and for this purpose meticulous technical work needed to arrive at the precise causes / remedies. Thereafter pro-active preventive action will need to be instituted and relentlessly pursued. A sense of involvement in the subject will need to be developed in each department.” Railway Safety Review Committee, while reviewing the efficacy of Safety Organization on the Railways have also recommended that Safety department should be made broad–based & suitable officers from Traffic, Civil Engineering, Mechanical, Signalling & Electrical departments should be posted as Safety officers at all levels. The recommendations were accepted by the Board. It has also been decided that Principal Chief Safety officer in Headquarter of each Zone may be drawn from any of the five major departments. Accordingly, instructions to broad base the safety organization at the Zonal Railways were issued in 2003. At Head Quarters level, safety organisation is headed by Chief Safety officer, who directly reports to General Manager. PCSO is assisted by five Dy. Chief Safety officers, one each drawn from five major disciplines viz. Traffic, Civil, Mechanical, Electrical and Signal & Telecommunication Departments.
