ELECTRICAL DEPARTMENT

Functions of the Electrical Department

Electrical department is responsible for safe operation & maintenance of all the Electrical assets viz. Rolling Stock, Traction Distribution & General Services, Air-conditioning over Western Railway. Electrical department co-coordinates with Railway Board, RDSO and follows various Special Maintenance Instructions (SMIs), policy directives issued by them to keep electrical assets in good fettle. Electrical department maintains close liaison with state transmission & distribution companies to maintain power supply reliability for traction as well as non-traction purpose. It also works in close association with other departments to ensure safe & reliable train operation. 

Organizational Structure

PCEE is the Administrative Head of the Electrical Department, with overall responsibility for efficient working of the department. He is responsible to the General Manager in all the matters pertaining to Electric/Diesel Traction and Electrical General Services. On behalf of the General Manager, he directs and supervises all the electrical works related to Railway, whether executed by Divisional Officer or by independent organization. He oversees the budget of the Electrical Department and is responsible for works to be executed by the department. PCEE also functions as Electrical Inspector to the Government as defined in Section 36(1) of Indian Electricity Act- 1910, in respect of all high voltage electrical installations and equipment owned by the Railways. He is assisted by Chief Electric Locomotive Engineer (CELE), Chief Electrical Distribution Engineer (CEDE), Chief Electrical Service Engineer (CESE) for electrical General Services Works, Chief Electrical Engineer (Planning) (CEE/ Plg), Chief Electrical Engineer (Energy & Management), Chief Electrical General Engineer (CEGE) for Office and General Establishment, Chief Motive Power Engineer (CMPE) & Chief rolling Stock Engineer (CRSE)  for Diesel Loco Maintenance & operation respectively. In Divisions PCEE is assisted by Sr.DEEs & Sr.DMEs for efficient functioning of Electric and Diesel rolling stock, traction distribution and electrical general services under his direct administrative control. In all technical matters, the Senior Divisional Electrical Engineers (Sr. DEEs) and Senior Divisional Mechanical Engineers (Sr. DMEs shed & opr.)  in the Division are answerable to PCEE.

Shri Sanjiv Bhutani
Principal Chief Electrical Engineer,WR

Sh. Sanjiv Bhutani has joined at the post of Principal Chief Electrical Engineer on Western Railway on 05th July’2019. He was earlier working as Chief Electrical Engineer (Construction) on WR. He graduated from R.E.C Kurukshetra in the year 1984 and belong to IRSEE 1984 batch. He has vast experience of Railway & Metro working, having served in various capacities at Chittaranjan Locomotive Works, as Branch officer in Electric loco operation & maintenance, Electric Traction Distribution on Ratlam, Vadodara, Kota & Mumbai Central Divn of WR, Electrical (Construction) on SER & WR and as Group General Manager in Urban Transport (SBU Head) at RITES Ltd./Gurgaon. He was deputed as team leader for training at Hitachi/Japan and played vital role in setting up of manufacturing facilities for Hitachi traction motor at CLW. He has prepared DPR for more than 10 metros including Colaba-Bandra-Seepz and provided Detailed Design Consultancy for setting up of maintenance depots, power supply & traction system for Ahmedabad Metro. He was instrumental in planning & execution of the work of electrification of about 150 km of different sections on Udhana-Jalgaon section of BCT Divn. in the year 2017-18. He has visited France, South Africa & USA for attending International Railway Strategic Management Course. He is Gold Medalist of Kurukshetra University and has received National award for outstanding services in 2002-03 and 3 nos of General Managers award for rendering meritorious services.
