 VIGILANCE DEPARTMENT

ORGANISATION AND FUNCTIONS OF THE VIGILANCE DEPARTMENT – HQ OFFICE

The Vigilance Organization is responsible to identify the sensitive/corruption prone spots in the Organization and keep an eye on personnel posted in such area. Conducts surprise preventive checks to detect the systems failures and existence of corruption or malpractices. Ensures maintaining of proper surveillance on officials of doubtful integrity and if possible we can prevent it and also take action to punish the guilty so that there is a deterrent effect.

Vigilance Department of Western Railway is headed by Senior Deputy General Manager & Chief Vigilance Officer (SDGM & CVO), as Head of the Vigilance Department are responsible for efficient working of Vigilance department. He is assisted by one Chief Vigilance Officers viz. CVO (Elec./S&T) and four Dy. Chief Vigilance Officers viz. Dy. CVO(S), Dy.CVO (Engg.), Dy.CVO(A) & Dy. CVO(T). There are five SS/JS Officers for further assistance. There are 33 Vigilance Inspectors to conduct vigilance checks & a centralized office at Churchgate.

The particulars of its organization, functions and duties

The Vigilance Organization is responsible to identify the sensitive/ corruption prone spots in the Organization and keep an eye on personnel posted in such area. The duties performed by the Officers/Vigilance are the conforming to their individual departments vigilance cases.


The detailed duty list is given in the Vigilance Manual. Besides this, Office Orders are also issued from time to time whenever any changes in the duty list of Officers/Branches are undertaken. The same are available Ch.OS of Vigilance Branch. (Click on Duty list)

The procedure/norms set for discharge of functions are as per the provisions contained in various Vigilance Manuals.

A number of rules, instructions, circular, alteration in manuals paras, etc have already been published and in use by the Vigilance Officials for discharging their functions. The instructions/policy issued by Railway Board   is published on the Railway Board website.

The Rly. Board Policy Circulars, Important letters from the Board and other DAR related circulars, etc.

The details of Public Grievances Redress Machinery and that of Vigilance Organization available on the Railways are published every year in the Railway Time Tables to enable the members of the public to make representations or complaints, if any.

The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations;

Monthly remuneration received by each officer/employee is as under:

Basic pay, DP, Dearness Allowance(DA as applicable), House Rent Allowance (HRA), City Compensatory Allowance (CCA) etc., other allowances are permissible to individual employee depending upon his/her nature of work such as TA etc.

The compensation applicable to workman governed by Workmen Compensation Act 1923.
