Information of Western Railway HQ  Personnel  Department in reference to Section 4(1)(b) of Right to Information ACT- 2005





The particulars of its organization, functions and duties

  • The personnel department of Western Railway deals with Human resources management of all Staff of all department of Western Railway . Chief Personnel  officer is the  overall In charge of Personnel Department  . Click for ORGANISATION CHART OF PCPO OFFICE


The powers and duties of its officers and employees

Duties of  Personnel department is to do  Recruitment, Training Promotions, Transfers Selections Granting retirement benefits of staff, Maintenance of   service record, disbursement and  drawl of salary etc.  The functions are indicated below.


  • Man Power Planning.
  • Recruitment.
  • Training and Development.
  • Posting.
  • Transfer.
  • Performance Appraisal
  • Promotions and Transfer .
  • Guidance on Disciplinary matters.
  • Wage and Salary administrations.
  • Settling Industrial Disputes.
  • Grievance Redressal.
  • Incentives and Financial aids.
  • Settlement and Pension.
  • Arranging Post retirement benefits and  Grievance Redressal of Pensioners.

              ·  Setting up and maintenance of Welfare Activities. Such as Staff benefit fund  


The procedure followed in the decision making process, including channels of supervision and accountability;

The Principal Chief Personnel Officer is over all In-charge of Personnel officer assisted by Chief Personnel officer (ADM) & Chief Personnel officer (IR) further assisted by Dy. Chief Personnel Officers, Senior Personnel Officers and Assistant Personnel Officers.

At Divisional level the Division is headed by Sr. Divisional Personnel Officer or Divisional Personnel Officer and assisted by Assistant Personnel Officers and Office Superintendents Welfare Inspectors

The general procedural instructions are also reiterated/ issued from time to time. The department deals with provision of various laws and Act promulgated by Government of India from time to time, such as Workmen's Compensation act, Wages Act, Disciplinary & Appeal Rules , Railway Servant Service Conduct Rues , Factory Act, Industrial Disputes Act etc.


The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

The particulars of any arrangement that exists for consultation with or representation by, the member of public in relation to the formation of its policy or implementation thereof

  On Western Railway regular interaction takes place with both recognized Unions Western Railway Mazdoor Sangh and Western Railway Employees Union and SC/ST & OBC Associations. Periodical meetings  conducted with Union Office bearers and Associations. The Unions representatives are made part of and associated with all important activities associated with, such as  Housing Committee  , Staff   Benefit Fund Committee , Staff Canteen Committee etc.
